The idea for this guidebook emerged from USAID Climate Ready’s work to help community-based organizations in the Federated States of Micronesia prepare proposals for climate change adaptation projects in order to seek funding from a small grants facility managed by the Micronesia Conservation Trust and funded by the Adaptation Fund. The Pacific Islands Development Program at the East-West Center funded the production and publication of the guidebook.
