The organizational structure, as adopted by the Third Pacific Islands Conference in April 1990, contains the following elements:

Beginning in 1991, the research and training activities of PIDP were restructured to maximize efficiency and effectiveness, given the available financial resources. This structural change from the traditional "project mode" of operation to an "integrated programmatic approach" was designed to facilitate versatility and continuity in PIDP's activities in response to the priorities determined by the Pacific Island leaders.

Based on the issues and priorities identified by the Pacific Islands Conference and its Standing Committee, PIDP's activities are organized into several indicative programs. Each program, with its clear goal, provides the framework of direction under which the relevant projects are planned, coordinated, implemented, and provided with resources over time.
